North Carolina Representative Charles Rose serves on the House Agriculture Committee, vice chairs the Joint Printing Committee, and is chairman of the Joint Library and House Administration Committees. Born in 1939 in Fayetteville, North Carolina where he lives today. He is an attorney, with degrees from Davidson College and the University of North Carolina.

The Joint Library Commission tackles the general legal matters and policy issues of the Library of Congress. It also reviews proposals to place works of art or memorials on Capitol grounds. The committee is made up of five members of the House Administration Committee and five members of the Senate Rules and Administration Committee. It meets once or twice during the two-year session of Congress.
